Charles West Churchman was born in 1913 in Philadelphia.

He was educated at the University of Pennsylvania, where he earned a bachelor's degree in philosophy in 1935 and a doctorate in the same subject in 1938. Two faculty members with whom he studied, Edgar A. Singer, Jr., and Henry Bradford Smith, would have a lasting influence on Churchman's thought and work. His doctoral thesis was titled Toward a General Logic of Propositions.

Churchman joined the faculty at Penn prior to completing his doctoral degree. In 1945, while still an assistant professor, he was elected Chairman of the Department of Philosophy.

During the Second World War, Churchman applied his interest in and talent for formal logic and mathematics to the war effort by working as a mathematical statistician for the U.S. Army.

Returning to Penn after the war, Churchman found little support in the philosophy department there for his interest in the application of philosophical thinking to societal problems. He and his protégé, Russell L. Ackoff, moved to the philosophy department at Wayne State University in 1948. Among his notable works published while at Wayne State are Theory of Experimental Inference (1948) and (with Ackoff) Methods of Inquiry (1950). He also became editor of the journal Philosophy of Science in 1948 and remained in that post for 10 years.

Encountering similar problems at Wayne State, Churchman and Ackoff joined the Department of Engineering Administration at Case Institute of Technology (now Case Western Reserve University) in Cleveland in 1950. Here they conducted research - and organized some of the first graduate programs - in the field known as operations research. It was also at Case that Churchman (with Ackoff and E. L. Arnoff) published the field's first textbook, Introduction to Operations Research, in 1957 and assumed the editorship of the journal Management Science, which he held until 1960.

In 1958, Churchman accepted an offer to move to the faculty of the Graduate School of Business at the University of California at Berkeley. He helped to establish the University's Center for Research in Management and served as Research Philosopher and Associate Director of its Space Sciences Laboratory. After taking emeritus status in 1981, Churchman continued to teach at Berkeley until 1996. In his years at Berkeley, Churchman published many of his most significant works, including Prediction and Optimal Decision: Philosophical Issues of a Science of Values (1961), Challenge to Reason and The Systems Approach (both in 1968), The Design of Inquiring Systems (1971) and The Systems Approach and Its Enemies (1979)

Throughout his career as a teacher, writer, editor and researcher, Churchman has served as a consultant to numerous corporations, non-profit entities and government agencies. He received honorary doctorates from Washington University in St. Louis (in 1975), the University of Lund (in 1984) and the University of Umeå (in 1986).
